How classification works
The Harmonized System classifies products from section to chapter to heading (4 digits) to subheading (6 digits); countries extend to 8–10 digits nationally. Section and chapter notes legally exclude products you might assume belong there.
The General Rules of Interpretation (GRI 1–6) are applied in order. Most disputes turn on GRI 1 and GRI 3(b).
Getting a binding answer
For certainty, request an advance ruling: Binding Tariff Information in the EU, a CROSS ruling in the US, or an advance tariff ruling in the UK - or ask your customs broker. Our HS code helper explains the mechanics; it never presents a suggestion as authoritative.
